Best Cities in Estonia for Airbnb Investment in 2026

Not every Estonian city works equally well for short-term rental investment. The demand profile, the tourist infrastructure, the seasonality, and the regulatory environment all vary — and they vary enough to make a meaningful difference to your annual returns.
Choosing the right city before you choose the property is the most important decision an Airbnb investor in Estonia makes. Here is where the opportunity actually sits in 2026.
Tallinn — The Clear Market Leader
Tallinn is the dominant short-term rental market in Estonia. The Old Town is a UNESCO World Heritage Site that attracts consistent international tourist traffic throughout the year. The city also has a strong business travel market, a growing digital nomad presence, and a well-developed short-term rental ecosystem that makes operating here significantly easier than in smaller markets.
The strongest Airbnb locations within Tallinn are Old Town and Kesklinn for the highest nightly rates, Kalamaja for character and proximity without Old Town prices, and Telliskivi for creative district appeal.
Annual average occupancy for well-managed one and two-bedroom apartments in central Tallinn runs between 70% and 85%. The off-season dip is real but manageable — December's Christmas market season provides a useful second peak.
Pärnu — The Summer Specialist
Pärnu is Estonia's second-strongest short-term rental market, but its profile is completely different from Tallinn's. It is a seasonal play with a concentrated peak and a quieter off-season.
June through August delivers the strongest Airbnb income of any Estonian market on a nightly rate basis. A realistic annual average for a Pärnu short-term rental is 45-60% occupancy — meaningfully below Tallinn's year-round performance. The investment case works when summer income is strong enough to cover annual costs and deliver a return over the quieter months.
Tartu — Modest But Consistent
Tartu has a short-term rental market but it is not the primary income driver in the city — that role belongs to long-term letting. Tourism in Tartu exists around the university, cultural events, and festivals, but it does not reach the same intensity as Tallinn or Pärnu's summer peak.
If your strategy is to maximise short-term rental income year-round, Tartu is the weakest of the three cities. If you want a property that can flex between short and medium-term letting depending on demand, Tartu can work.
The Verdict
For pure Airbnb investment focus in Estonia, Tallinn is the most defensible choice in 2026. Pärnu works for buyers who specifically want a seasonal play. Tartu is better suited to long-term rental strategies.
