Tallinn prices have remained resilient despite the broader slowdown in some markets, driven by strong demand from both domestic buyers and international residents.


Tartu: Estonia's Second City

Tartu is Estonia's university city and cultural hub. Property prices are meaningfully lower than Tallinn but have been rising steadily as the city's profile grows. Expect to pay between 1,800 and 3,000 euros per square meter in popular central neighborhoods.


A 60 square meter apartment in a well-located Tartu district typically costs between 110,000 and 180,000 euros. Outer areas and older Soviet-era apartment blocks are available at lower prices. Central and beachside Pärnu properties can reach 2,000 to 3,500 euros per square meter. Areas further from the beach and the town center are more affordable, typically in the 1,200 to 1,800 euros range. It is a strong market for short-term rentals during the summer season, which attracts investors looking for seasonal income potential.


Rakvere, Haapsalu, and Jõhvi: Genuine Value Markets

This is where Estonian property prices get genuinely interesting for budget-conscious buyers. Rakvere, Haapsalu, Jõhvi, and similar regional towns offer quality housing at prices that would be considered extraordinary by the standards of most European countries.


In these markets, apartments are often available between 600 and 1,200 euros per square meter. A comfortable 70 square meter apartment in Rakvere or Haapsalu might be priced at 50,000 to 85,000 euros. A standalone house with a garden in these areas can be found for 70,000 to 120,000 euros depending on condition and location.
